Stun Baton stunning

I was thinking while using it... It's named Stun Baton, but it doesn't stuns at all. Just makes the shock fx and does some damage, but what if it really stuns? Just like demp2 does. So if players get close enough to the enemy they could stun him and then shoot with a normal weapon to enhance the effect.

Currently stun baton is almost useless, because I can't even use right click 2 times to drop the grapple, and I have to press it like 3 or 4 times. In a battlefield that's almost a death.
