Rotatable Spectator and Meditation

Would it be possible to allow the player to rotate the camera around when spectating a player, such as in MBII? Also, what about being able to turn when meditating? I saw a mod with that once before, but i dont remember which one.

one problem. not all players

one problem.
not all players have admin. so not all players can use /anims

this would be a nice luxury. but nothing more
