lmd_maxdownloadsize

Will not add

a cvar to control the max individual file size that can be downloaded

would make some menu mods workable without hving the server slow down from people downloading a new map

the value is the max size, in KB (JKA caps download rate at 2kb/s)
and 0 would of course disable this cap
