It would be nice to not have a jetpack if we don't have any levels of fuel.

This would make RPGs easter to manager, because currently we have to type /dropjp and then destroy the jetpacks to not allow the new players to pick them up. Even that would be good for those who want to fight as a ground soldier. For example being a clone trooper with stun baton and repeater or blaster.

I like euclids idea more. but

but the problem with that is it would either require an admin of high enough level or every player to do that, and then its only one person who can ruin the fun

It could just be a cvar

It could just be a cvar called /jetpack for every merc. That sould turn ON/OFF jetpack. Suicide requiered to take effect.

Admin control: /jetpack <name>

Message output for every player that spawns with /jetpack turned off that tells them they can activate their jetpacks using /jetpack

remap the texture to clear, and those who want rpg will just not use it.
uhm i don't exactly remember atm but i'm quite sure that with icarus scripts you could force triggerer to have only 1 weapon, so u could set a sniper only area, i remember doing that in one of my maps, there should be something doing similar for items i suppose.

The jetpack needs to remain

The jetpack needs to remain on fuel level 0 for gameplay reasons.

One idea is to add the jetpack to the weapons list and give the merc more points in that area, or add a choice between a jetpack and a max ammo bonus.

How would it work?

the way I think of it would just be

add jetpack to skills and a 6th ammo skill

then add 1 skill point to the system, and they choose o.o
