Buylevel Cost Reduction

Requesting cost reduction be decreased from 1 credits per 10 seconds to 1 credit per minute, and that it only reduce while logged in.

Also, a higher cap to the reduction. Wait long enough, and level 40 costs only 5,000 credits, which is widely regarded as too cheap.

It was intended to be 1 credit per 10 minutes, not seconds. Guess these things happen when I have no time to test the changes I make.

Technically a bug report, but I need to cvarify it anyway.
