Ban exeption

/exepip *.*.*.*

/exephost *.*.*.*

adds an ip or host to an exeption list, means ips/hosts on that list would not be banned aside any possible rangebans.

example:

/banip 125.*.*.* <<<< tiger = ghay

/exepip 125.23.89.65
or
/exepip 125.138.*.*

tiger stays rangebanned, for the rare case of someone having a similar range you can exep him.

if possible this would be very useful.

keeps the "bad guy" banned and the "good guys" don't get punished
